Niv Soutovsky CEO and office owner

Graduate of the Faculty of Civil Engineering at the Technion Israel Institute of Technology, specializing in double constructions chain. Cum Laude Dean’s list, received an award for Distinguished Accomplishments from the faculty and the Technion Institute, qualified to manage underground projects, plan and execute construction tunnels following studies in the Technion External Studies Continued Education Unit.

Has extensive experience in planning and consultation on issues of water, sewage, channeling and drainage.

Also has a broad background in various engineering fields such as Electronics, Radio-Microwave, Machines, Command and Control.  

Professional experience:

2002-2006    M. Mellin Engineers and Consultants Ltd. office for planning and consultations on water, sewage, channeling and drainage.

  1. Office representative, responsible for several cities and local authorities and working with their CEOs, City Engineers, and Infrastructure Department managers.
  2. Updating master plans for sewage and channeling, consulting authorities about priorities for implementing the master plans and raising respective budgets.
  3. Advising and representing the authorities at the Sewage Infrastructure Development Administration in the Ministry of National Infrastructure for obtaining budgets – including preparation of material its presentation to the various committees: Judgment, Investments, authorizing the detailed planning and seeing the project through in all the performance stages from bid to transfer. Budgets approved for authorities during his time in the office reached a total of 100 million NIS.
  4. Representing and advising authorities at the Water Administration in corporatizing processes and conducting asset, water and sewage surveys.
  5. Consultation to decision-makers in authorities/ organizations in the urban and inter-urban textures.
  6. Responsible in the office for planning all urban pumping stations at flow rates of 350-1500 cu.metres / hour, as well as for upgrading existing stations at a total cost of approx. 30 million NIS during his time in the office.
  7. Planning delivery lines for sewage, wastewater for irrigation, and main sewage collectors sized 40-100cm in diameter from various materials at a total cost of 35 million NIS.
  8. Assisting with preparation of town plans, preparation of sewage and drainage appendices and initial plans. Obtaining authorizations from and coordinating with authorities such as the Health Ministry, Environment Ministry, the Drainage Authority, etc.
  9. Detailed planning of sewage, drainage and water infrastructures of various buildings such as residential, industrial, and commercial structures at a total budget of approx. 30 million NIS.
  10. Concentrating and coordinating infrastructure systems in dense urban zones infrastructure-loaded, as well as in developing areas.
  11. Planning pooling and pumping systems such as reservoirs for flow regulation and pumping stations near ditches and grade levels.
  12. Planning tiny pumping stations for summer waters at main drainage exits.
  13. managing a professional team of engineers, technicians, and different consultants (in areas such as electricity, instrumentation & control, frame, ground , measurements, acoustics, corrosion and cathodic protection, obnoxious odor treatment, process planning, environmental impact assessments, etc.), pricing and preparing salary analyses, managerial monitoring of work orders, contract signing, invoice preparation, money collection, and direct intervention for removing barriers per need.
  14. Manager of QA in the organization for achieving the ISO 9002 standard.

1998-2002    AYGL Engineering and Consulting Ltd. The company engages in project management, planning and consulting on environmental matters, sewage, and solid wastes. His responsibilities covered a broad range of areas:

  1. Planning and managing projects in spatial development and paving, drainage, soil stabilizing and supporting walls, electro-mechanical systems, various buildings, solid waste treatment, sewage purification, and environmental quality.
  2. For two years he headed a team that planned and managed the construction of Ayalon Town Association sewage purification facility, and participated in planning the sewage purification facility in the city of Raanana. The company is a business associate of CH2M HILL Ltd., an international company and leader in the field.
  3. Planning solid waste transfer stations, a recycling plant, planning and reconstructing solid waste sites. Planning projects including working with the entrepreneur in providing optimal solutions for managing and operating the waste and sanitation sites in addition to planning the site itself.
  4. Planning and preparing turn key bid documents and winning a project for installing a drainage tunnel in Tel Aviv – Jaffa using the pipe jacking method, in cooperation with German company Zublin Ltd.  
  5. Preparing and composing bids, working with local authorities and government offices in preparing building permit requests and changes of land designation, providing business licenses and preparing environmental impact assessments.
  6. Streamlining office work, managing the sketching and plans production department. Configuring, purchasing, and assimilating a computers network in the office. Preparing the office for the ISO 9000 standard.

1997-1998    Eng. Eliyahu Faber – Construction & Civil Engineering Co. Ltd in the entrepreneurship department. Construction sites manager. The position included supervising key and sub contractors, schedules planning, authorizing accounts, dealing with customers, working with the authorities, and so forth.
